Ready for the Housing Boom

A new home construction boom - with its accompanying requirements for water and sewer connections - spurred Elsinore Valley Municipal Water District to modernize its operations.

To prepare for the required large-scale infrastructure build-out, Elsinore implemented Infor Ming.leTM, and upgraded to the latest version of Infor Lawson Enterprise Financial Management to scale its operations and control its costs.

As a government agency, Elsinore provides reliable, cost-effective, high-quality water and wastewater services to more than 134,000 residents of the Elsinore Valley area of Southern California.

Infor Lawson Enterprise Financial Management has replaced the homegrown systems that were previously used to manage financial reporting and human resources functions, effectively eliminating paper-based processes. As a result, the organization has lowered the payroll staff workload by 70% and experienced a 37% reduction in the ratio of human resources professionals to employees. Elsinore has seen a 286% increase in payments made to suppliers while keeping accounts payable staff constant, and have reduced the time needed to produce employee benefit statements by three to four weeks on average. Infor Lawson has further enhanced traceability and enabled greater transparency to constituents when using the financial reporting system. The embedded public sector bidding function allows for a more straightforward requisition process, and elimination of paper-based processes further enables Elsinore to fulfill its duties as a good steward of public finances and practices.

Elsinore now relies on Infor Ming.le as its new social business platform and gateway to all its mission-critical applications.

"Every single employee at our organization uses Infor Ming.le because it is the access point for critical functions such as material requisition, business intelligence, paystubs, or vacation requests," said James Ollerton, Elsinore's IT director.

Using Infor Ming.le, access rights can be specified by user type and department so that content delivered through Infor Business Intelligence for Lawson can be customized, and access restrictions can be applied. Elsinore has experienced a more modern approach to the IT infrastructure, including high-growth levels without the need for increased staff.

"Each Infor solution was implemented on-time and nearly 25 percent under budget," Ollerton said.
