A lean team, growing district, high stakes
Founded in 1950, EVMWD provides water and wastewater services across 97 square miles of western Riverside County and Orange County, California. The district is only about 36% built out, with significant growth still ahead, and existing staff is expected to absorb much of that growth. Hiring additional employees requires board approval, and every dollar must be justified to ratepayers.

When Teri and her team evaluated the use cases, invoice processing automation stood out as the clearest path to quantifiable return on investment (ROI). Two accounts payable (AP) users were manually processing 50 to 100 invoices daily across four organizations, making the potential to recapture that time compelling enough to support the investment case.
The analysis also revealed a second, strategic argument: To justify future staffing as the district grows, leadership needed objective evidence that the team was already operating at maximum efficiency. Infor Process Mining is one of the core capabilities within Infor Velocity Suite. Built directly into the Infor CloudSuite environment, it gives finance teams a live, end-to-end view of source-to-settle and procure-to-pay processes, surfacing bottlenecks, outliers, and anomalies in real time without requiring manual analysis. Process issue investigation: From weeks to minutes
Beyond board reporting, the bigger risk was what the team could not see at all. Without a process-level view, issues surfaced only when someone raised a complaint or when something went visibly wrong. Process mining changed that. While reviewing performance data, Teri noticed one step averaging more than 50 days against an expected cycle of under 10 days for every other step. Within process mining, she drilled in and found the specific contract causing the variance in under 30 minutes.

AI agents: From questions to resolution
Once process mining surfaces an issue, Infor Industry AI Agents—also included in Infor Velocity Suite—help the team investigate and resolve it faster. These industry-specific, role-based AI agents are embedded within financial and public sector processes. Instead of navigating menus, searching documentation, or spending days on manual research, staff can ask a natural-language question and get an immediate, contextually accurate answer, whether they are querying invoice status, identifying the cause of an approval delay, or getting guidance on how a process should work. Together, the two capabilities create a compounding loop: Process mining identifies where the problem is, and AI agents help the team understand why and act on it.
As the AI agents are embedded directly within Infor CloudSuite—grounded in Infor's public sector data model, not a generic tool pointed at external data—the answers reflect the constructs of public sector finance out of the box: grants, fund accounting, multi-organization structures, and public works contracts.

Infor Industry AI Agents are also used for enterprise resource planning (ERP) troubleshooting, chart of accounts restructuring, system configuration guidance, grant project queries, and more. In one example, the team used an AI agent to help investigate a reconciliation dispute that had remained unresolved for years. A detailed prompt returned a complete transaction summary, vendor balance, and an offer to drill into every individual transaction—all in minutes.
Security: Building confidence before production
No conversation about AI adoption in a public agency is complete without addressing security, and EVMWD approached this work with the same discipline it brings to financial controls. All AI testing begins in a dedicated test tenant before any production use. Access is intentionally limited to a small group of users, and fields containing personally identifiable information (PII) are tested explicitly to verify that sensitive information does not surface inappropriately.

AP automation and the human dividend
Two AP technicians were dedicated to manually processing invoices—from receipt through creation in Infor CloudSuite. When one person was out, the other absorbed the entire workload. Invoices not yet entered were invisible to management, and staff were reluctant to take time off, knowing what would be waiting for them on their return.
Since going live with invoice processing automation, part of Infor Velocity Suite, the team has doubled its invoice-processing capacity. The two AP technicians increased weekly throughput from 75 to 156 invoices. The automation begins as invoices arrive by email, then posts them—along with the invoice image—directly in Infor CloudSuite using advanced technologies such as robotic process automation (RPA), a GenAI-powered document processor, AI, and more. Invoices are visible in the system immediately upon receipt, and exceptions are routed to a review queue with the document attached for quick, one-minute resolution.
