Caltrans recovers over $38 million US by unifying operations, assets, and permitting with Infor

Caltrans is responsible for the roads, bridges, and highways that keep one of the world's largest economies moving. It also safeguards the the millions of Californians who depend on that infrastructure every day.

Fragmented tools and legacy systems meant maintenance, incidents, and permitting were managed in silos, limiting visibility and slowing response.

By deploying Infor™ Operations and Regulations, Caltrans unified operations, assets, and permitting on a single platform. The department also launched a cloud-based public portal, powered by Infor and Amazon Web Services® (AWS®), where applicants can submit, track, and pay for encroachment permits online.

This transformation delivered:

  • Cost recovery of more than $38 million US in fiscal year  2025,with data captured automatically through incident management  workflows
  • Streamlined online permitting that reduces manual coordination for applicants and staff
  • Automated workflows and unified operational data that save staff time and support data-driven planning
  • A scalable data foundation for advanced analytics and future artificial intelligence (AI) use cases
