Chris LeLeux joined Colorado Springs Utilities in 2024 as the General Manager of Information Technology, where he leads enterprise technology strategy, IT operations and digital transformation for the four-service municipal utility.

Within his first two years, he successfully led the organization’s migration from its ERP platform, Lawson, to Infor and initiated a partnership with Info-Tech to further strengthen IT strategy and alignment.

Andy Best is the Research Director for Info-Tech’s Canadian Public Sector practice, where he supports the delivery of research and advisory services across key IT domains and public sector issues and helps IT leaders drive measurable results in their organizations.

Prior to joining Info-Tech, Andy had a diverse career in public sector innovation and digital modernization. As an independent public data advisor, he advised clients at all orders of government on data governance, strategy, and innovation programming, helping create data and IT strategies for multiple organizations.

He has been in the government and utility software business for over 20 years and has held several executive roles including managing all sales and delivery related operations for various government software products. He has over 25 years of experience in government operations such as utility management, regulatory compliance, infrastructure management, citizen relations.
